The focal point of the course is understanding the European use of sanctions in active foreign policy. European sanctions are an absolutely central tool EU addressing of global crises, but also norm setting and normative power. Their formation, selection, design, and innovation is matter of interplay between the EU members and EU institutions - reflecting the idiosyncrasies of both leaving EU citizens and the larger public audience at large perplexed by complex adopted decisions and unable to competently ascertain the actual role played by the EU in foreign affairs.
